3) telegrams to Foreign Office No. 235 of 18th November and
No. 250 of 3rd December. I have received no direct
communi cation from Mase but I understand from Ingram now in Hong Kong, that Maze has not abandoned hone that agreement may eventually be accented. Meanwhile there is nothing that can be done.
On 1st December Generel Charmin. shų paid we a friendly informal cell on his return journey to Canton from Nanking. Referring to the press statements I asked whether agreement had been opposed by him as saated. He replied that there had never been consultation of Kwangtung and that agreement was opposed by himself and other representa- tives on ground that Canton trade would be adversely affectad
by polleation of Customs Duties in Hong Kong. however that Hong Kong had taken a helpful attitude in meeting the Customs' wishes. I told him that I had been informed by Maze that he had not anticipated that much more would be collected in Hong Kong as a result of agreement, main aim of which was to keep check on cargoes passing through Hong Kong
